Restructuring Humboldt Bay - Arkley and the New Green Port City of Eureka
October 28, 2009
(we would like to thank Bill Herman for convincing us this story was worth republishing).
While listening to KHUM radio today I heard Pete Nichols from the Baykeeper talking to Mike Dronkers about the future of the balloon track. They mentioned names like Cue VI (six), the Eureka City Council, indemnification, and most interesting Security National Corp. I called up Mike myself to ask him if that was the same Security National Corp of Robin Arkley infamy. He wondered how long I'd lived in the area that I didn't know that. I told him 10 years, but that I had only learned of Arkley after 8 years.

We believe that most non-locals probably have absolutely no idea who Robin Arkley is besides the namesake of the Arkley Theatre in Eureka - you know that venue that has all the truly big name events. Many may also be wiser than to delve deep into the political intricacies of Eureka and Humboldt County. However, if they did, they would find the sordid and intriguing history of the Arkley family in Humboldt County.
For those who don't know Robin Pickering Arkley II he is porportedly a local billionaire playboy who likes to play with the future landscape of Eureka for fun. His education is in corporate accounting and tax law which gives him an inside route to the inner working of large corporations. He even held a position for a short period at Arthur Anderson of Enron fame. There are many who doubt his true billionaire ranking especially since Forbes does not list him or his privately-listed company Security National Holding Corporation on their list of Billionaires. Security National is a Eureka-based multibillion dollar national real estate development and loan acquisitions company with offices in the United States and Europe.
It is widely purported that most of Arkley's money came from scandalous Savings and Loans buyouts from the late 1980s and 1990s. Apart from Security National itself, we only found one such company, out of his 100s, that did this type of business out of Lisbon, Portugal. More importantly, it seems, is his long-time family connections to the timber industry of which his dad, Robin Arkley Sr. was owner of Blue Lake Forest Products. His dad also seems to play heavily in his staunch conversative republican viewpoint. Robin Jr. may very well be continuing his father's vow to take Humboldt County back from the Hippies and HSU which he believed had destroyed the area.
We do like to attempt to give both sides equal weight. However, the tidal wave of opinion in Humboldt County is decidedly against Arkley and his former Eureka Reporter newspaper. We will go into many of these reasons not the least of which is what we believe is a master vision for Humboldt Bay. But first we should say what he has done in the county. Here are some of the recent contributions:
1. New interpretive center at the Eureka Zoo
2. Arkley Theatre (sweasey) restoration
3. renovated Boardwalk on the Bay
4. Starbucks stores on North 101
5. Modernization of the high school community pool
6. Eureka Reporter newspaper
7. Economic Fuel competition
8. Redwood Concert Ballet
9. Vance Hotel in Eureka
10. Offer to buy Balloon track for Eureka
It seems that Robin Arkley does indeed have some sort of philanthropist inside himself. Even though several of these were pet projects for either his children or his wife Cherie's Eureka City Council-woman days they do remain positive impacts on the community. Well, the Eureka Reporter is gone now so I suppose the Tri-City or the Arcata Eye is considered the best firestarter nowadays.
It's obvious that the bad blood between the Arkleys and many elements of Humboldt County began with a perceived theft of Arkley land. Robin Arkley Sr began the Pacific Legal Foundation (PLF) " because he had been a victim of government abuse,” said PLF President Rob Rivett. “He had firsthand experience with regulators trying to confiscate private property." His friend Jerry Partain summed it as follows " ”Robin and I were a couple of the old curmudgeons around here,” Partain said. “We were always raising hell whenever we could.” Part of this effort was the staunch support of PALCO which, it is now clear, was always set-up as a bad deal for Humboldt County. And that is only the beginning of the trust issues with the Arkleys.
When Robin Arkley's wife Cherie got elected to the Eureka City Council big things began to happen in Eureka. There was the construction of the new strip mall on 5th Street / Highway 101 with the Starbucks. There was the initiation and completion of the Eureka Boardwalk project. The Eureka City Schools pools and the Eureka Zoo were improved. Then came the infamous Balloon Track project. "The Arkleys' remarkable string of charitable gifts hasn't been trouble-free, however. A $3 million offer from the couple to help the city purchase the piece of land known as the "Balloon Tract" was turned down by the City Council." (view NCJ article)

It appears, to us anyway, that this snub really got on Robin's last nerve. He snatched up the balloon track via a subsidiary of Security National called CUE VI. This purchase of the Balloon Track property in 2006 began the proposed construction of a 43-acre development that will include retail and office spaces, as well as an 11-acre wetland reserve in the heart of Eureka's Broadway district. And that was not been the end of his endeavours. Arkley also launched the multi-million dollar Eureka Reporter fiasco. Many claim this was an attempt to get back at those who ousted his wife from the City Council. We have always thought it was an attempt to sway local opinion toward his future projects. Either way, that paper is now defunct.
In recent years there have been many stories told about Robin Arkley that leave a rather unplesant distaste in the mouth. Many of these are impossible to prove but they begin to tell a story of Bush style Republican who looks at the laws as an impasse to his big dreams. Here is the growing list of indescretions we found:
1. Aggressive Political Tactics
2. 11 violations of the Political Reform Act
3. Problems with violence toward Eureka City Council members
4. Measure T threats
5. Leading the Recall effort against Humboldt County District Attorney Paul Gallegos (there is some debate on this. It appears the father led this effort and junior may have been completely against it)
6. Purchase of distressed FDIC, and HUD loans via portugese company."
7. Questions regarding funding of Kevin Hoover, Arcata Eye
8. Connections with Alex Stillman regarding the Arcata Plaza
9. Demolition of Landmark home in Baton Rouge, LA
10. Support for Ohio's Blackwell - a noted 2004 pollrigger for Bush
11. Fathers stauch support of PALCO
12. Shady Oil and Gas Pipeline dealings in Alaska (Algiers)
13. The invention of computerized mortgage servicing.
13. Kurt Kramer dealings
14. Pushing around the Blue Mill Oxworks
15. Statements about the benefits of Hurricane Katrina
16. Work at Arther Anderson accounting firm
With the dominantly progressive and democratic leanings of the county it is not surprising that these acts have gotten him a bad name in the county. But we are not so interested in what he has done. We are much more interested in just what his master vision for the county is. And after a good bit of research it seems a master plan is emerging if you put the strings together.
We believe what Robin Arkley wants to do is turn Eureka into a massive "Green Port" city. And not surprisingly we have been hearing about Green Port cities in the upcoming elections. When you begin to look at the properties he has purchased or is in the process of establishing zoning on you can see a distinct pattern. The balloon track property, the rennovation of the Eureka Boardwalk, the Loleta Railroad tract, Oceanview Ranches, the Manila and Samoa dunes, and the land behind Target that Blue Ox Millworks currently resides on. When you put all of that together along with the recent surprise failure of the Pulp Mill project, the purchase of the town of Samoa by Danco, and the direction the Bayshore Mall is headed we believe the picture of an entirely new Humboldt Bay becomes clear.
Robin Arkley is buying up all the land he can on the Humboldt Bay. He is also clearly driving at the least some of the financial activity behind the Railroad Restoration efforts, the activities behind the Green Port movement and helping to fund the Humboldt Sunshine and Humboldt CPR land zoning movements. This is not entirely surprising since Eureka is the last area left on the entire West Coast where a modern port city could potentially and has not yet been established. That makes those lands prime for development and profiteering. And we'll be the first to admit we even like the idea of Eureka turning into something besides a 5 story pink jail building full of rundown antique and collectible stores. The problem comes when you consider the motives behind the movement may not be what the majority of the county wants. But hey, the majority of the county doesn't have a billion dollars to spare. Well, there is the 500 million dollar marijuana trade with deep pockets but that movement is fractured and lacks the true vision needed for progress. Robin Arkley it would appear does not.

Economic Fuel
Many young people move away because there aren?t enough career opportunities here. That?s where the organization Economic Fuel comes in. It provides start-up money and expertise to young entrepreneurs with promising business ideas.
Economic Fuel began as an idea of Humboldt businessman Rob Arkley. He?d read about business-plan competitions elsewhere and said, Why not here? So, with academicians at Humboldt State and College of the Redwoods, he created Economic Fuel. In the first quarter each year college student applicants submit business plans. In April, eight are chosen for grants totaling over $100,000.
A team of 34 advisers coaches the winners through the start-up process. Among recent ones are Agogo, a vegetarian sushi eatery; AlgaRhythms, which turns algae into rich fertilizer; and Redwood Outfitters, providing horseback tours of Redwood National Park. Economic Fuel works for them, and all Humboldt County wins.

Eureka City Councilwoman Cherie Arkley and her husband, Robin Arkley, are donating money to RCB to purchase the old Adventure's Edge building on F Street between 4th and 5th. They are also donating between $150,000-$200,000 for renovation.
The building is located across the street from the Daly's Building complex which includes the old Richard Sweasey Theater.
"They all have been exceedingly great to work with," Arkley said. He also credits Kurt Kramer who has agreed to do the renovation work.
Kramer and the Arkleys are also partners in the renovation of the historical Vance Hotel in Old Town is in progress.
The Arkleys have two daughters who are dancers, which sparked their interest in the project.
"Yes, we have a couple of ballerinas," Robin Arkley said. "It's a great thing for young girls to do if they don't do soccer! But this is a good project for the whole community. Arts are important. And so is renovating these old buildings."

Baton Rouge House
A few years back, Rob and Cheri Arkley tore down a landmark house in Baton Rouge and built this one, much to the dismay of locals.
Pink HouseUntil its recent destruction, the “Pink House” at 2644 East Lakeshore Dr. had been said to be a popular landmark for quite some time…
University student Zach Martin, a construction management sophomore, lived in the home’s guest apartment last year before its destruction.
He was not pleased with the Arkleys’ decision to tear down the home.
“It was such a beautiful place to live,” Martin said. “It’s a shame that some outsider from California can come in and bulldoze a piece of Baton Rouge’s history.”

Kevin doesn't deny investment from Robin Arkley Sr., Rob's father, or from Alex Stillman, who has bought up much of the choice real estate around the Plaza.
Neither can you prove that he DOES get funding from the senior. I'm waiting for it. Second, if you or anyone else who edits this page would like to cut the crap and actually discuss these issues rather than entering obviously slanderous statements about the Arcata Eye then I'd be happy to discuss and work with reasonable information. At the moment, however, there is so much junk that rides along with possibly reasonable ideas, that they are not really worth considering. --Metatree 18:46, 22 January 2006 (UTC)

Families Friendly to Candidates
By Kate Folmar, Times Sacramento Bureau
SACRAMENTO - With new campaign finance rules limiting how much donors can give to gubernatorial candidates this year, political giving in California has increasingly evolved into a family affair.
Six- and seven-figure checks from developers, venture capitalists and entertainment moguls have been jettisoned with the implementation of Proposition 34, which limits each contributor to two $22,300 checks over the course of the governor's race.
Instead, candidates are aiming for "bundles" of cash from families -- several $22,300 checks from husbands and wives, grandfathers and fathers, even the occasional donation from an 18-year-old. It's a perfectly legal practice, but one that's drawing scrutiny.
Eureka businessman Robin Arkley II once wrote checks totaling more than $500,000 to initiative campaigns backed by Gov. Arnold Schwarzenegger. Now, he's sending smaller donations to the governor's re-election bid -- and so are his wife and two teenage daughters. Over the years, Sacramento developer Angelo Tsakopoulos has directed more than $1.3 million to Treasurer Phil Angelides' campaigns and causes. Under Prop. 34, at least seven members of Tsakopoulos' family, including his 18- and 19-year-old daughters, opened their wallets for Angelides' bid to become governor.

Elizabeth A Arkley, an 18 year old student from Eureka, California contributed $10,000 to the blackwell campaign this year. She also donated $44,600 to Schwarzenegger’s campaign in California.
Holy crap!
That’s over 5 years’ salary for a person working full time in Ohio at minimum wage ($5.15/hour)!
But- if it makes you feel any better- Liz isn’t some super-star, child-prodigy investor…
She probably doesn’t even know about the contribution-
which was actually made by her father: Robin Arkley, “a foreclosure magnate from Eureka California” and “a well-known conservative commentator” on California radio.
This is just one of MANY, MANY contributions made to Ohio candidates by well-known conservative activists using family members’ names to circumvent campaign finance laws.
The list of Arkley contributions, each one $10K- the limit for individual contributions in Ohio- is pretty long.
Notice all of those donations made by Cherie Arkley- the “Homemaker”?
That is, of course, his wife.
And, not suprisingly, more money has been donated to the Blackwell campaign by “Homemakers” than by any other profession.

The proposed Marina Center development may be seeing some action soon.
The Eureka City Council decided Tuesday to go forward with the certification of the development's environmental impact report next week.
The council's motion -- which passed three to two with Councilmembers Larry Glass and Linda Atkins dissenting -- included directions to schedule a public hearing to consider and approve the coastal development permit, the development's first step towards an initial cleanup.
The council will bring the EIR certification back during a special meeting on Oct. 27, and hold the coastal development permit hearing on Nov. 3.
Atkins and Glass both expressed concerns with the adequacy of the EIR, but Councilmembers Jeff Leonard and Frank Jager said they supported the document and wanted to move forward.
Similarly, Councilman Mike Jones said their next scheduled meetings will allow for even more discussion.
”If any of you want a bite at this apple, you'll have it,” he said. “There's going to be plenty of opportunity to chew this thing to the core.”
It was standing room only in the 140-capacity room Tuesday night, with more people in the hallway and in the overflow room set up down the hall. Nearly 60 people spoke on the issue.
CUE VI, a subsidiary of Security National, purchased the Balloon Track property in 2006 and is proposing the construction of a 43-acre development that will include retail and office

spaces, as well as an 11-acre wetland reserve.
Dozens of residents, including some wearing Marina Center sweaters and buttons, voiced their support during the meeting for the interim cleanup of the Balloon Track property.
Supporters argued that the initial cleanup, approved by the North Coast Regional Water Quality Board, is something everybody wants. In addition, several Marina Center supporters urged the council to consider the number of jobs the development would bring to the city and how it could improve quality of life.
”This is about jobs and this is about stability for residents in our community,” said Eureka property owner Liana Simpson, who said the development would create 1,000 jobs.
Some members of the public also expressed concern over Glass's vote on the issue.

A zoo, a pool and Arkley cash
The Sequoia Park Zoological Society is about to become the latest recipient of Arkley family generosity.
Eureka businessman Robin Arkley and his wife, City Councilmember Cherie Arkley, have offered to donate an undisclosed but reportedly significant amount to help the zoo implement a master plan adopted in 1993.
The Arkleys have helped fund several other projects in Eureka in recent years, including the donation of $2 million to cover the city's shortfall on the waterfront boardwalk project, the purchase and donation of the historic Eureka Theater, the purchase and restoration of a building to house a ballet company, and the renovation of the Eureka High School swimming pool.
In a private business venture, the Arkleys purchased the historic Vance Hotel in Old Town and funded its rehabilitation.
The swimming pool restoration work contracts went to bid last week and work should begin in October, said Sheldon Reber, spokesman for Eureka City Schools. If all goes well the pool could be in use as early as next January. The project is estimated to cost between $275,000 and $300,000.
The Arkleys' remarkable string of charitable gifts hasn't been trouble-free, however. A $3 million offer from the couple to help the city purchase the piece of land known as the "Balloon Tract" was turned down by the City Council last June.

Security national problems?
Security National's own financial position may have played a role in the shutdown of the Reporter, which is widely reputed to have been running a multi-million dollar annual deficit on the corporate balance sheet. On Oct. 20, Standard and Poor's removed Security National Servicing Corp. from its Select Servicer List as a residential mortgage subprime and special servicer, and cited the revision of the financial position of Security National Master Holding Co. from "sufficient" to "insufficient." This followed the move in August of Moody's Investment Service to downgrade the company's bond ratings due to "increasingly difficult market conditions."

In an age where special interest groups purchase signatures and run campaigns, Measure T was a true citizen’s effort. Hundreds of unpaid local volunteers collected over 7,600 signatures (a county record) to place this measure on the ballot. Hundreds more worked on the campaign phone banking, block walking and otherwise being engaged.
Local citizens, businesses owners, current and former elected officials and community organizations all came together dedicated to the principle that we have a right to make local decisions regarding how to best protect the integrity of our elections. It passed by 55 percent of the vote.
But those of us working on the campaign knew that our struggle to protect our elections would not end there. We knew that unelected and unaccountable judges have held that corporations are “persons.”
This ridiculous legal doctrine is known as “Corporate Personhood” and illegitimately allows a corporation to claim the same political and civil liberties as flesh and blood human beings. It is so patently ridiculous that only a lawyer could make that argument with a straight face.
No elected body created the concept of Corporate Personhood. It was forced upon “We the People” by unelected and unaccountable judges. Corporate Personhood is frequently used to overturn democratically enacted laws that protect the health, safety and welfare of communities.
A corporate-funded law firm is trying to overturn the will of the voters by suing the citizens of Humboldt County. They are attacking our fundamental right to self-government!
And just who is leading this assault? The Pacific Legal Foundation (PLF), an anti-government law firm notorious for attacking environmental and health regulations. PLF is funded by Exxon Mobil, PG&E and Philip Morris — all corporations that regularly attempt to overturn laws that attempt to curb environmentally and socially destructive practices.
And there is a Humboldt connection. Robin Arkley, Sr., served on PLF’s Board of Trustees. And the Eureka Reporter, owned by Robin Arkley, Jr., has advocated for the corporate front group. The paper published multiple editorials condemning Measure T and praising the lawsuit within days of the suit being filed. Gosh, I wonder if the editorial staff had advance warning it was coming?
After all, Robin Arkley Jr. sent a memo to the Humboldt County Board of Supervisors before the 2006 election, threatening to sue if Measure T passed. He even demanded the supervisors prevent the citizens from even voting on it, demanding that it be removed from the ballot.
There is a legal strategy underway to protect ourselves in court. But the real work is to build a movement that ultimately overturns Corporate Personhood.

Access Humboldt conceived the project in collaboration with the city of Rio Dell and local companies, including Carlson Wireless, 101 Netlink, C4i Security and Security National Servicing Corp.
Digital Rio Dell is meant to provide a model for non-profit partnerships that can be replicated to help develop PEG Broadband serving other local communities in Humboldt County.
Said Rob Arkley, owner of Security National Servicing Corp. and a Board member of Access Humboldt, "Security National is proud to sponsor Digital Rio Dell. We're helping to prove the potential of public-private partnerships to build next-generation digital media for local communities."
Digital Rio Dell is a unique model for the future of community broadband in several respects ...
First, the project is managed by a local non-profit that is committed to public, education and government (PEG) access, Access Humboldt, whose mission is "local voices through community media." As such, Digital Rio Dell is on the leading edge of a national movement known as PEG Broadband, or Community Broadband - where the empowerment of local voices is central to the mission.

Councilman: I was shoved by Rob Arkley
(LISTEN to the KHUM interview)
Thadeus Greenson and Chris Durant
The Times-Standard
EUREKA -- Councilman Larry Glass called in a report to the Eureka Police Department Thursday alleging businessman Rob Arkley verbally threatened him and shoved him at a Coastal Commission reception.

So, who is Rob Arkley?
From Alliance for a Better California, Who is Robin Arkley?:
Robin Arkley, a foreclosure magnate from Eureka California, just gave $250,000 to support Prop 75. Arkley controls more than 100 privately owned corporations and partnerships with billions in assets and earning hundreds of millions of dollars.
Much of Arkley’s fortune was made off the misfortune and misery of others, either through his collection agency or through acquiring “distressed mortgages? and then foreclosing on the owners, often through aggressive legal tactics.
While Mr. Arkley has no trouble taking the homes of working families, he has repeatedly failed to cover his fair share of taxes. In the past several years, Arkley, his wife, and his businesses have racked up tens of thousands of dollars of liens, owing everyone from local cities on up to the IRS. Arkley has also been the subject of dozens of lawsuits, including labor and civil rights violations.
Arkley’s behavior is legendary among Eureka residents. He once threatened to withhold funding for a local ballet company because his daughter was not selected for a lead role in the Nutcracker. He also demanded that the entire the city’s planning department be fired they resisted his pro-development approach. After being criticized for his behavior, Arkley said, "If you're me, do you really care what the city thinks?"
Donor history
The Orange County Register reports that Arkley made contributions of $1.4 million to state and federal committees from 2003-2004, making him the 21st largest political contributor in California.
Arkley favors rightwing candidates and causes like: President George Bush, over $100,000; 2002 Gubernatorial candidate Bill Simon, $236,686; Republican National Committee, $250,000 (since 2000); Progress for America (a right wing advocacy group pushing for social security privatization), $50,000.
In 2004, Arkley created and gave $515,500 to You're Fired! Inc., a 527 group that aired several anti-Daschle ads parodying Donald Trump’s "The Apprentice." The effort earned him a personal thank you call from Karl Rove.)

Arkleys' $38,500 penalty approved by Fair Political Practices Commission
by Rebecca S. Bender, 9/13/2006
The Eureka Reporter
The Fair Political Practices Commission approved a $38,500 administrative fine for local business owners Rob and Cherie Arkley and two of their companies, Race Investments and Security National Servicing Corporation, Tuesday morning.
The penalties stem from 11 violations of the Political Reform Act related to campaign contribution disclosures in 2002, 2004 and 2005, years in which the four parties made political contributions that totaled $50,000 or more.
Under the Political Reform Act, donations of $10,000 or more in any given year bump the contributor into a “major donor” category, which requires semi-annual statements be filed with the secretary of state.

Arkley ponies up for Prop. 85

The Times-Standard
Family continues record of big political giving
EUREKA -- Robin Arkley, local businessman and well-known donor to conservative political causes, has given $137,000 to support Proposition 85, the “Life on the Ballot” initiative.
The measure would require that teenagers seeking an abortion notify their parents. It is similar to Proposition 73, which failed last November at the ballot. Arkley also financially supported the previous initiative.

D.A. who sued Pacific Lumber faces recall effort
San Francisco Chronicle, April 3, 2003
Glen Martin, Chronicle Staff Writer
A fraud suit filed by newly elected Humboldt County district attorney Paul Gallegos against Pacific Lumber Co. has goaded the timber firm into an aggressive response, resulting in the threat of a countersuit and a recall campaign against the neophyte prosecutor.
Beyond that, the conflict has deepened a rift between timber industry supporters and environmentalists, with the pro-logger faction vowing to regain control of the county.
"We're going to take this county back, take what's ours," said former timber mill proprietor Robin P. Arkley Sr. "We're not going to stand for the hippies and environmentalists pushing us around anymore."
...
Gallegos filed the lawsuit in February in Humboldt County Superior Court in Eureka. It accuses Pacific Lumber of concocting fraudulent timber harvest data when submitting plans to government agencies.

PLF Mourns Passing of Former Trustee Robin Arkley, Sr.
SACRAMENTO, CA; August 8, 2008: PLF’s staff and family mourn the passing of former PLF trustee Robin Arkley, Sr., who died this week at age 83. A community and business leader in Humboldt County, California, Mr. Arkley was a passionate defender of property rights, a warm friend, and a dedicated family man.
He founded a forest products company and preached responsible stewardship of the land – and he practiced what he preached.
“Robin became involved with PLF because he had been a victim of government abuse,” said PLF President Rob Rivett. “He had firsthand experience with regulators trying to confiscate private property. When he learned about PLF and our effectiveness, he joined our board to help our fight for constitutional rights.”
Mr. Arkley was a military veteran and a loving father, leaving behind three children: Ann Tidwell, Robin Arkley, Jr., and John Arkley. His wife, Lois Matthews, whom he married in 1951, passed away in 1999.
For many years, Mr. Arkley recorded forceful, conservative editorials for a Eureka radio station. “He knew what side of the line he was on. ... He had humor and wasn’t afraid to call a spade a spade,” the station’s manager told a reporter.
He was known for showing respect and kindness. A city official recounted that she first met Mr. Arkley when he was changing a tire for a woman on a Eureka street.
“Robin Arkley, Sr., was a patriot in all senses of the word,” said PLF President Rob Rivett. “He stood up for his country, his community, and his family. His dedication to freedom can be seen in his generosity to PLF in so many ways. He will be greatly missed, but his memory and example will continue to inspire.”

Goths for Arkley
GOTHS FOR ARKLEY
Lord Pom
Hello, I don’t like to talk to people. This is all I have, it contains a part of me.
To understand me all you need do is put the back of your hand to your forehead, I live through you. Can you not begin to feel my dark sensuality and sweeping sadness? I am so sad that Arkley will develop the Marina Center so I will support him as will the others in my group.
I will be crushed if he does not win his fight, the others in the town do not possess the true spirit, they are imposters, feigning obeisance at the throne of the mystical and ancient ways of the Black Sages. As such they are unworthy.
We are forming this Goth Arkley Support Band to help Rob Arkley continue the sadness. His actions facilitate our morbid fascination and the beauty of enduring pain. Many people lead unhappy lives and that is sad. Arkley and his Marina Center will continue the sadness. He knows that gentle people are excellent for spanking. His expansion policy is the best, he spanks the world and the unseen one knows it deserves it, so beautifully dirty, grimy and perverse.

This is not a stretch, as the Reporter is owned by brash financier/tax attorney Robin P. Arkley II, head of Security National Holding Co., a Eureka-based multibillion dollar national real estate development and loan acquisitions company with offices in the United States and Europe.
Wild West is an apt description of Eureka, which has long had an anachronistic, Barbary Coast feel. And the city's newspaper war, which flies in the face of an industry that is contracting and consolidating at a frightening clip, reflects that. It's like a cosmic collision where retail gods with a twisted sense of humor decided to pair an economically distressed newspaper industry with an economically distressed city, in a Darwinian race for readers and advertisers. Reporter owner Arkley, 50, is a sugar daddy in a town that needed one. Although stunningly beautiful in spots -- to the point that retirees fleeing urban areas have put housing costs out of reach for most natives -- Eureka has in many ways eroded into a town that few would argue needs revitalization as its now-heavily regulated lifeblood industries -- timber and commercial fishing -- circle the drain.
But Arkley remains. A lifelong local whose roots reach back to the 1800s, Arkley has done everything from dramatically sprucing up Eureka's aging zoo to revitalizing its scruffy waterfront and Old Town areas to building a long-coveted performing arts facility bearing his surname. He also added the downtown area's first Starbucks, a ubiquitous, somewhat resented addition (though nearby Times-Standard staffers aren't above sneaking in now and then for a fix) that is hard to miss on the most visible stretch of the Highway 101/Fifth Street thoroughfare that cuts through town. Arkley's Fifth Street Plaza, conveniently located across the street from the nondescript Security National building, where Arkley's vast real estate development/holding operation is based, is perhaps the most visible symbol of what detractors believe is Arkley and his cronies' overdevelopment zeal. It includes a fancy townhouse for visitors and VIPs.
Arkley also hopes to reel in a Home Depot, perhaps some other chain businesses and what he says would be affordable housing to an abandoned rail yard on the outskirts of town, a creepy mishmash of rusty boxcars and train tracks where the ocean breeze is overwhelmed by emissions from a nearby pulp mill and a fish-processing plant. The controversial project, called the Balloon Track, has yet to lift off, though it appears anything done to the site will be an improvement.

Arkley and hum cpr
Current mood: awake
Category: News and Politics
I ran across this a few months back , it bummed me out because I had thought that hum cpr was working for us which I guess they are just not without an underlying agenda .This is from the humboldt herald ...
Businessman Rob Arkley struck gold with Humboldt CPR, the so-called property rights group that fronts for his agenda of pushing housing into undeveloped forestlands. How fortunate for him and Maxxam that regular Joes will rally in pursuit of more money for the already filthy rich.
When Arkley formed the groups HELP and Humboldt Sunshine to strong arm the county into allowing more land for development, he couldn't have imagined the dupes that would come out of the woodwork on his behalf if given the right message. He was laughed at for pushing "affordable housing" — a transparent ruse meant to enrich developers.
But now he's got the less fortunate — but similarly self-interested — few whose emotions and fighting spirit can be prodded into action with constant full and half page ads that lie about the county's attempts to protect timberlands from conversion to non-timber uses.
The Arkley/HELP/Humboldt Sunshine/Humboldt CPR ad in today's papers (both the Times-Standard and the Eureka Reporter) relies heavily on scare tactics proclaiming "WHAT THEY'RE TAKING FROM YOU!" The bogeyman headline is followed with lies claiming "The Planning Department Staff is proposing PERMANENT removal of THE RIGHT TO BUILD A HOUSE ON YOUR TPZ PARCEL."
The ad accuses the county of attempting to "enforce a no-growth policy" which is the rallying cry by Arkley's developer buddy, Kurt Kramer.
If these connections weren't enough, it appears Humboldt CPR has a new lawyer. Chuck Bell is a Republican's Republican. Just the type Arkley would hire:
Chuck Bell shares an office with George W. Bush
A life-size, cardboard version of the commander-in-chief stands next to Bell's desk in his downtown Sacramento office. On a nearby side table sit wooden Russian nesting dolls bearing the images of Bush's father, President George H.W. Bush, and Russian leader Boris Yeltsin.
Hard to imagine this new little group called Humboldt CPR would have the money for all these ads and a neocon lawyer. The names may be different but the goals are the same.
When the Humboldt Herald published a piece called Rob Arkley's Hit List, we noted some obvious targets. Kirk Girard, the Community Development Services Director who refuses to drink Arkley's timber conversion kool-aid is an obvious one. So is Larry Glass.
These days the bulls eye appears to be county staff. Perhaps it's time to update the list.
